Cambodia and UN Rights Envoy Pledge Dialogue and Cooperation on Human Rights Review

PHNOM PENH, July 29, 2026 (KPT) — Cambodia’s Interior Minister Sar Sokha and United Nations human rights envoy Thomas Andrews pledged dialogue and cooperation on human rights during talks in Phnom Penh, marking the envoy’s first official mission to the country. The meeting at the Ministry of Interior was Andrews’ initial engagement with Cambodian authorities since assuming the role of UN Special Rapporteur on the situation of human rights in Cambodia. According to the ministry, discussions covered human rights protections, freedom of expression, democratic space, and the management of prisons and correctional education centres. Andrews expressed appreciation for the assistance provided by Cambodian authorities, saying cooperation had enabled him to meet stakeholders and visit facilities. He acknowledged the access granted to prisons and correctional centres, while sharing initial observations from his mission. Sar Sokha said Cambodia remained committed to advancing human rights and democratic principles in line with the Constitution, national laws and international standards. He stressed that the government under Prime Minister Hun Manet continued to uphold commitments to human rights and social progress, building on previous administrations’ efforts. The meeting comes as Andrews begins his mandate following the departure of former UN Special Rapporteur Vitit Muntarbhorn. Both sides agreed to maintain dialogue and cooperation during Andrews’ tenure, aiming to promote human rights through engagement and existing legal frameworks. Sar Sokha assured Andrews and his team that the Ministry of Interior would continue to provide support throughout the duration of his mission.
