North Bac Ninh Province Urges Investor to Expedite Gia Binh Airport Resettlement Project
Authorities in Vietnam's Bac Ninh Province have urged an investor to accelerate infrastructure development for a resettlement project worth VND 21 trillion (approx. $820 million), linked to land acquisition for Gia Binh International Airport. Delays are impacting residents in temporary housing and potentially future land clearance efforts.
Bac Ninh Province’s People’s Committee has strongly urged Song Giang Development and Real Estate Investment Joint Stock Company, the investor, to expedite the completion of technical infrastructure for the resettlement project serving the Gia Binh International Airport by August 2. The provincial authorities noted that the progress of the resettlement project, intended for land acquisition for the airport, has been slow. While nearly 1,700 households, comprising 6,800 people, have already been relocated and handed over cleared land for airport construction, the resettlement project's infrastructure development has not met its commitments. Song Giang had pledged to substantially complete the resettlement infrastructure by July 15 and hand over land by the end of July. Currently, residents are living in temporary housing with inadequate living conditions and facilities. The province stated that the delays are the responsibility of the investor, negatively impacting the rights and interests of the residents, as well as the subsequent land clearance efforts. Consequently, the committee has instructed Song Giang to accelerate the project and ensure the technical infrastructure is completed by August 2, with relevant departments tasked to resolve any difficulties to support the investor in meeting the timeline. According to Song Giang’s environmental impact assessment report late last year, the resettlement project is proposed to be implemented under a Public-Private Partnership (PPP) model, specifically a Build-Transfer (BT) contract, with payment made through land allocation. The project spans approximately 341 hectares across communes in Dong Cuu, Gia Binh, Luong Tai, and Trung Chinh, planned to accommodate a population of nearly 52,000. The total investment is estimated at nearly VND 21.3 trillion (approximately $830 million), with implementation scheduled from 2025 to 2032. Song Giang is a real estate firm recently established in early September 2025, with a registered capital of VND 1 trillion ($39 million). The Gia Binh International Airport project itself received investment policy approval from the National Assembly in December 2025, with a total projected cost exceeding VND 196 trillion ($7.6 billion).
