Vietnam National Civil Defense Directorate Issues Operational Regulations to Strengthen Disaster Response

Vietnam's government has enacted operational regulations for the National Civil Defense Directorate (Ban Chỉ đạo Phòng thủ dân sự quốc gia), strengthening its disaster response framework. The regulations were issued by Standing Deputy Prime Minister Pham Gia Tuc, who also serves as Permanent Deputy Head of the National Civil Defense Directorate, through Decision No. 83/QĐ-BCĐPTDS dated July 27, 2026. The decision aims to systematize measures against the frequent and intensifying natural disasters faced by Vietnam, particularly typhoons, heavy rains, flash floods, and landslides. Specifically, the National Civil Defense Directorate is tasked with issuing directives to enable local communities to proactively respond to events such as Typhoon No. 13 and subsequent heavy rains, flash floods, and landslides. Furthermore, to enhance information dissemination capabilities, the regulations include provisions for the establishment and operation of the National Civil Defense Directorate's electronic portal. This is expected to facilitate information sharing and rapid public notification regarding disasters. Vietnam has long been plagued by diverse natural disasters, including salinity intrusion in the Mekong Delta, typhoon damage in coastal areas, and flash floods and landslides in mountainous regions. With the increasing impact of climate change, the frequency and severity of these disasters are on the rise. Under these circumstances, clarifying the command structure at the national level and streamlining processes from prevention to emergency response and recovery are urgent tasks for protecting citizens' lives and property. The enactment of these operational regulations signifies the government's prioritization of national security and the safety of its citizens, a key objective under Vietnam's one-party system. While Vietnam continues its economic growth, its sustainability is significantly influenced by its capacity to manage disaster risks. In the context of complex relations with China, effective disaster preparedness is also a crucial element for maintaining domestic stability and security.
