Former Takeo Provincial Officials Appeal Corruption Convictions, Facing 7-Year Sentences; Prosecutors Seek Harsher Penalties

The Phnom Penh Court of Appeal on the morning of July 28, 2026, held a hearing for the appeal filed by two former senior officials of Takeo Provincial Hall. These officials were previously sentenced to seven years in prison by the Takeo Provincial Court for alleged involvement in corruption and abuse of power, specifically related to irregularities in infrastructure projects and the embezzlement of national funds amounting to approximately $300,000 USD. The alleged offenses occurred between 2017 and the time of their arrest in November 2024. Presiding Judge Kov Sov announced during the hearing that the criminal case involves three defendants, all former senior officials from the provincial hall's planning and investment department. The accused are Heng Vuthy, former Director of the Planning and Investment Department; Mom Vichitra, former Deputy Chief of the Local Support Office; and Yon Sothon, an official from the Local Support Office. In October 2025, the Takeo Provincial Court sentenced all three to seven years imprisonment each. They were also fined between 160 million Riel and 1,136 million Riel (approximately $40,000 to $280,000 USD), with their assets ordered to be confiscated and deposited into state property. The prosecution charged them with three offenses: abuse of power, irregularities in public procurement processes, and money laundering, all committed in Takeo province between 2017 and 2024. The three defendants were arrested by the Anti-Corruption Unit (ACU) on November 5, 2025, in Takeo province. Of the three, Heng Vuthy and Mom Vichitra appealed their sentences, while Yon Sothon did not. The prosecutor from the Takeo Provincial Court also appealed, arguing that the sentences imposed on the three defendants were too lenient. During the appeal hearing, Heng Vuthy and Mom Vichitra, present with their two defense lawyers, pleaded with the panel of judges for leniency, hoping for an early return to their families. However, the prosecutor representing the Phnom Penh Court of Appeal, Chum Sensetha, requested the judges to impose the maximum possible penalty on all three defendants. This, he stated, would serve as a deterrent to other public officials contemplating corruption and would inform the general public, thereby curbing abuses of power and irregularities in public procurement processes by officials in Cambodia.
