Vietnam-Japan Boost Cooperation in High-Quality Human Resource Development

National Assembly Vice Chairwoman Nguyen Thi Thanh met with a Japanese House of Representatives delegation on September 3 at the National Assembly building, agreeing to further strengthen cooperation in high-quality human resource development between the two countries. The meeting was attended by Mr. Saito Tetsuo, Chairman of the Committee on Education, Culture, Sports, Science and Technology of the House of Representatives, and other Japanese parliamentarians. Vice Chairwoman Thanh affirmed, "Vietnam always considers Japan as a top priority, long-term strategic partner and a trusted companion in the new era of development." She highly appreciated the substantive development of the comprehensive strategic partnership between Vietnam and Japan, with increasingly high political trust. She noted that Japanese Prime Minister Takaichi Sanae's visit to Vietnam in early May had opened up many new cooperation opportunities in science and technology, innovation, high-quality human resource training, digital and green transformation, semiconductors, and artificial intelligence (AI). Chairman Saito expressed his honor in visiting Vietnam and his deep impression of Vietnam's dynamic development. He stated that the Japanese Parliament supports and is ready to cooperate with Vietnam to achieve future development goals. To enhance cooperation, Vice Chairwoman Thanh proposed that Japan's Committee on Education, Culture, Sports, Science and Technology continue to promote exchanges between high-level delegations, specialized committees, and friendship parliamentarian groups, and enhance coordination at multilateral forums such as IPU, APPF, ASEP, and UNESCO. Vice Chairwoman Thanh requested Japan's support in resolving legal bottlenecks related to technology transfer, intellectual property protection, and facilitating visas and welfare for experts, scientists, students, and high-skilled workers from both sides. She also called for strengthened connections between research institutes and universities, and the implementation of joint research projects in key fields like semiconductors, AI, quantum, space, biotechnology, and healthcare. Furthermore, Vice Chairwoman Thanh suggested shifting the mindset from "support" to "co-creation" and increasing scholarships for Vietnamese students and researchers in high-tech fields. She also requested the Japanese Parliament to pay attention to and create favorable conditions for the Vietnamese community living, studying, and working in Japan. Chairman Saito agreed with Vice Chairwoman Thanh's views, emphasizing the desire of the Committee on Education, Culture, Sports, Science and Technology of the House of Representatives to promote cooperation between the two parliaments and increase delegation exchanges. He noted the significant opportunities and potential for cooperation in areas such as digital transformation, AI, semiconductor technology, and high-quality human resource development, expressing a desire for close collaboration with the Vietnamese National Assembly.
