Vietnam Aims for High-Level Socialist State by 2130, Adopts Development Model Reform Resolution

The Communist Party of Vietnam's Central Committee has adopted a resolution on reforming the country's development model, setting a long-term vision to transform Vietnam into a highly developed, civilized, modern socialist state by 2130. This resolution aims to define Vietnam's future trajectory and ensure sustainable national development. The Central Committee acknowledged the significant achievements made over the past 40 years of "Doi Moi" (Renovation) but pointed out the slow pace of adapting the development model to the world's rapid changes. It was recognized that innovative approaches are essential to achieve the targeted double-digit growth rate for the period 2026-2030. The resolution reaffirms the goal of becoming a high-income country by 2045 and establishing the foundation for the next century. By 2130, Vietnam aims to be among Asia's leading green economies, innovation hubs, and smart manufacturing centers. It also seeks to solidify its international position in knowledge, technology, economy, defense, and security, while fostering a civilized, prosperous, equitable, inclusive society and promoting the comprehensive development of its people. Furthermore, a resolution on amending the Land Law was approved. Land is reaffirmed as a special national resource, a space for development and survival, and a component of sovereignty. The right to use land is a crucial input for investment activities, and land ownership belongs to all people, represented and uniformly managed by the state. Land prices will be determined by the state to prevent multiple pricing mechanisms. The focus shifts from "compensation" for land acquisition to "rebuilding lives," ensuring that displaced residents are provided with living conditions equal to or better than their previous ones. New regulations on party member discipline were also endorsed. These aim to identify and promptly prevent new violations arising in cyberspace, digital transformation, and organizational restructuring, thereby enhancing the effectiveness of inspection, supervision, and disciplinary enforcement. This initiative is expected to strengthen the fight against corruption, waste, and negativity, and protect cadres who dare to think and act for the common good. Additionally, resolutions were passed concerning preparations for revising the Party Charter, the national security strategy, building a disciplined, safe, civilized, harmonious, and developed society, and strengthening Vietnam as a maritime nation.
