Cambodian National Assembly Validates Takéo Constituency Parliamentarian Mandate, Approves Four Key Draft Laws

On Monday, September 21, 2026, the National Assembly of the Kingdom of Cambodia, led by its President Samdech Mahathipatei Khuon Sudary, convened its 6th session of the 7th legislature. During this session, the Assembly resolved the following: Firstly, the National Assembly approved the validity of the mandate for a newly elected Member of Parliament for the Takéo provincial constituency. Mr. Sok Peng will assume the role, replacing His Excellency Chan Sarun, who passed away. Secondly, the Assembly discussed and approved four significant draft laws crucial for enhancing the welfare of the citizens. These laws aim to strengthen the enforcement of laws, particularly concerning the regulation and professional practice of law in Cambodia, thereby elevating Cambodia's prestige on the international stage and increasing regional and international cooperation to ensure sustainable peace, security, and social stability. The four draft laws approved by the National Assembly on this day are: 1. Draft Law on the Ratification of the Protocol to Amend the Constitution of the Association of Southeast Asian Nations (ASEAN). This draft law, comprising three articles, will provide key benefits such as enhancing Cambodia's prestige as an active member of ASEAN, promoting fuller regional integration through the admission of Timor-Leste as a full member state in accordance with the objectives, principles, rights, and obligations stipulated in the ASEAN Charter. 2. Draft Law on the Ratification of the Convention on the Privileges and Immunities of the Secretariat, Personnel, and Representatives of the Members of the Conference on Interaction and Confidence-Building Measures in Asia (CICA). This draft law, consisting of three articles, will bring numerous benefits to Cambodia, particularly in enhancing its international prestige by fostering cooperation and promoting peace, security, and stability in the region and globally. 3. Draft Law on the Ratification of the Agreement between the Kingdom of Cambodia and the Russian Federation on Mutual Protection of Citizens in the Field of International Criminal Justice. This draft law, comprising three articles, is designed to elevate the level of legal cooperation between the Kingdom of Cambodia and the Russian Federation when fulfilling legal functions or present within the territory of any state party, in line with the Vienna Convention on Diplomatic Relations of 1961. 4. Draft Law Amending the Law on the Status of Lawyers. This draft law, consisting of four articles, introduces amendments to 29 articles of the existing Law on the Status of Lawyers. These include articles related to the conditions for entering the legal profession, ensuring full rights for lawyers to represent or defend clients, enhancing the effectiveness of the leadership and management of the Bar Association by adjusting the mandates of the President and Council members, and supplementing provisions to ensure continuity in leadership and management. The objective is to improve the quality of legal services, increase public trust in the legal profession, and promote the protection of citizens' rights and freedoms in a state of law, aligning with Cambodia's legal reforms and judicial system modernization.
