On September 9, 2026, during the 63rd session of the UN Human Rights Council in Geneva, His Excellency Ke Sovann, Cambodia's Permanent Representative to the United Nations Office at Geneva, delivered an intervention during an interactive dialogue with independent experts. The session focused on the agenda item regarding the promotion of a democratic and equitable international order. Ambassador Ke Sovann reiterated that the UN Charter and international law must serve as guiding principles for a democratic and equitable international order. He emphasized that relations between states should be founded on sovereign equality, territorial integrity, the non-use of force, and the peaceful settlement of disputes, rather than on differences in power. Furthermore, the Ambassador highlighted the continued necessity of peaceful mechanisms as the basis for conflict resolution. He underscored the importance of dialogue and negotiation, advocating for the implementation of mediation, conciliation, Good Offices, and other peaceful means at appropriate junctures. He stated that seeking the use of these mechanisms should not be perceived as confrontation or an escalation of conflict, but rather as legal and constructive avenues to prevent further tensions and contribute to just and lasting solutions.
