Vietnam Restructures Party Committee, Enhances Information Control Amid AI Era

Vietnam's Communist Party has decided to restructure the National Civil Defence Steering Committee, a move seen as part of efforts to streamline national security mechanisms and state governance. During a session chaired by Party General Secretary and State President To Lam, delegates discussed a new regulation on matters prohibited for Party members, which will replace the one issued by the 13th Party Central Committee in 2021. In parallel with these governance reforms, Vietnam is increasing its vigilance against information warfare in the AI era. Trinh Van Quyet, Secretary of the Party Central Committee's Commission for Information, Education and Mass Mobilisation, pointed out that hostile forces are using AI and digital platforms to wage cognitive warfare targeting the ideological foundation, public confidence, and internal unity. He advocated for a shift from merely managing information to proactively "governing public trust," emphasizing the importance of anticipating public opinion trends and addressing potential trust-eroding issues early on. Economically, Standard Chartered has sharply raised its forecast for Vietnam's economic growth in 2026. This suggests that Vietnam's efforts to establish itself as a manufacturing hub and attract foreign direct investment are bearing fruit. However, the extent to which the benefits of economic growth will be distributed among the populace and the impact of strengthened information control on citizens' free access to information remain areas requiring close observation. In diplomacy, adherence to ASEAN principles and enhanced dialogue and cooperation have been called for. The country also expressed its eagerness to deepen the Comprehensive Strategic Partnership with Japan, reflecting Vietnam's intent to strengthen its role in the region and the international community.
