AI Summary

The Philippine government's outstanding debt reached a record P19.065 trillion by the end of June, primarily due to increased domestic and external borrowings for national development. An economist noted potential for wider deficits but also a "calculated trade-off" for economic growth through infrastructure spending.

The Philippine government’s total outstanding debt grew by P518.98 billion to hit a record P19.065 trillion at the end of June, the Bureau of the Treasury (BTr) reported Thursday. This increase, a 2.80% rise from the P18.546 trillion recorded in May, was primarily driven by higher borrowings both domestically and externally to finance national development. Domestic debt stood at P12.837 trillion, a 2.74% increase from P12.495 trillion in May, largely due to net issuances of government securities. External debt amounted to P6.227 trillion, up by P176.66 billion or 2.92% from the end-May level of P6.051 trillion, attributed to net availment of external loans. Meanwhile, government-guaranteed obligations fell by 31.21% to P305.07 billion from P443.50 billion at the end of May. Michael Ricafort, chief economist at Rizal Commercial Banking Corp. (RCBC), suggested that this debt trajectory could lead to wider deficits in the long run. "For the coming months, catch-up government spending, especially on infrastructure to make up for unspending since the latter part of 2025, could partly lead to wider budget deficits and could again require additional government borrowings," he stated. Ricafort added that this situation might push government debt into uncharted territory but could also boost economic growth as a "calculated trade-off." This development occurs as the Philippines prioritizes infrastructure development as a key pillar of its national development strategy, necessitating significant funding that contributes to the rising government debt. However, concerns remain regarding the sustainability of this debt and the potential burden on future generations.
