Health Minister: Model Public Service Unit Assessment Enhances Institutional Capacity

Professor Dr. Chheang Ra, Minister of Health, stated that the assessment of model public service units has created opportunities for the health sector to further strengthen institutional capacity and the resilience of the health system. The minister made these remarks on July 23, 2026, during a workshop to share experiences on the participation of local authorities in building model public service units in the education and health sectors. The event was co-chaired by H.E. Hun Many, Deputy Prime Minister, Minister of Civil Service, and President of the National Public Service Unit Assessment Committee, and H.E. Sar Sokha, Deputy Prime Minister, Minister of Interior. Approximately 5,000 representatives from the Ministry of Education, Youth and Sport, and local authorities at all levels participated in person and online at the Ministry of Interior. The Minister of Health affirmed that the assessment of model public service units has created opportunities for the health sector to continue strengthening institutional capacity and the resilience of the health system by collaborating with relevant sectors within a single unit. This aims to continuously improve the health status of the people, contributing to the achievement of universal health coverage in Cambodia by 2035 and the realization of Cambodia's Vision 2050. He highlighted that the experience of assessing model public units in the education and health sectors reflects good governance in managing and providing healthcare services to the people with confidence and quality. It also demonstrates the steadily increasing momentum of participation from local health units, with efforts to develop and improve service delivery processes through innovation. This is achieved by striving to improve management processes and human resource development more effectively than before. Notably, knowledge and new experiences are shared both within and outside the unit to respond to medical advancements and the demands of serving the public. Furthermore, the organization and maintenance of the environment within health facilities have been clean, hygienic, and green, with effective management of medical waste, liquid and solid waste, and rainwater. Unit management has become more accountable and transparent in planning, budget implementation, and report preparation, adhering to current legal standards. Continuous improvement of physical infrastructure, resource support from local authorities, community participation, and the strengthening of 24/7 service delivery processes are also ongoing. Concurrently, the Minister encouraged local authorities and health units to further promote and pay more attention within their jurisdictions to building, developing, and improving the quality and efficiency of public service delivery to the people.
