Cambodia Enhances Educational Quality with New Teacher Statute

The Ministry of Education, Youth and Sport and the Ministry of Civil Service jointly organized a dissemination seminar on the "Royal Decree on the Statute of Teachers" at the National Institute of Education on July 21, 2026. The seminar aimed to widely publicize the contents of the new royal decree and prepare for its implementation, thereby advancing educational reforms in Cambodia and providing benefits to teachers, who are a crucial component of the education sector. Presiding over the opening ceremony, H.E. Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, Youth and Sport, emphasized that the "Royal Decree on the Statute of Teachers" was formulated based on the current situation in Cambodia's education, civil service, and socio-economic development. He explained that the decree aims to enhance the effectiveness of civil servant management in the education sector and promote the provision of high-quality, efficient, equitable, and inclusive education services, which is a vital step in meeting socio-economic demands. Dr. Hang Chuon Naron highly praised the achievements resulting from the close cooperation and efforts between the technical working groups of the Ministry of Civil Service and the Ministry of Education, Youth and Sport in preparing the new royal decree. He noted that this decree appropriately addresses five key reform measures outlined by the Prime Minister, aimed at accelerating the enhancement of institutional capacity and mechanisms. These include the implementation of a merit-based, transparent, just, and efficient civil servant selection system, continuing the approach of "selecting the right people, placing them appropriately, and retaining them," strengthening institutional capacity and competence for disciplined, ethical, professional, efficient, and effective work, and implementing a harmonious, equitable, efficient, and sustainable incentive and performance recognition system in public administration. Furthermore, the Deputy Prime Minister expressed his gratitude to all education personnel at all levels and relevant stakeholders who have contributed to the progress of educational reforms. He encouraged participants to thoroughly understand the contents of the new "Royal Decree on the Statute of Teachers" to ensure its effective implementation and urged for detailed discussions to further refine the annexes, making them more practical and realistic.
