Vietnam Sends Over 90,000 Workers Abroad, Reaching 80% of Annual Target
By the end of August 2026, over 90,000 Vietnamese workers had been sent abroad for employment, achieving 80% of the annual plan. This marks an increase of more than 4,500 workers compared to the same period last year, with key destinations including Taiwan, Japan, and South Korea. Related legal amendments and international cooperation are also progressing.
In Vietnam, over 90,000 workers have been sent abroad for employment under contract by the end of August 2026, achieving 80% of the annual plan. This figure represents an increase of more than 4,500 individuals compared to the same period last year. According to the Ministry of Home Affairs, the number of workers sent abroad in the first eight months of 2026 reached 90,319, fulfilling 80.64% of the year's target. The annual goal for sending Vietnamese workers abroad under contract is set at 112,000 people. The primary labor export markets during this period were Taiwan (China) with 39,890 workers, Japan with 35,837 workers, and South Korea with 6,133 workers. Compared to the same period in 2025, which saw 85,781 workers dispatched, the number of overseas-bound workers in the first eight months of 2026 increased by 4,538, or approximately 5.29%. In August 2026 alone, 10,901 workers, including 3,329 women, departed for overseas employment. Concurrently, the National Assembly officially passed amendments to the Law on Vietnamese Workers Going Abroad Under Contract. The Ministry of Home Affairs has also issued regulations, including Circular No. 04/2026/TT-BNV dated March 26, 2026, detailing economic-technical characteristics for labor export services, and Circular No. 09/2026/TT-BNV dated May 15, 2026, along with Consolidated Document No. 08/VBHN dated April 22, 2026, guiding the implementation of the law. In recent times, the Ministry of Home Affairs has signed Memoranda of Understanding on labor cooperation with the Ministry of Economy and Innovation of Albania (July 29, 2026) and the province of Saskatchewan, Canada (August 4, 2026). The ministry continues to promote negotiations and the signing of labor cooperation agreements with numerous countries and territories, including the Russian Federation, Japan, South Korea, Chile, and Israel. These agreements serve as legal frameworks, expanding markets for skilled labor, maintaining traditional markets, and enhancing the management and protection of the legitimate rights and interests of workers and businesses. Inspections and the protection of workers' rights have been strengthened. Relevant authorities conducted 11 inspection rounds of service companies, issued 14 administrative violation decisions totaling over VND 1 billion, and recommended the revocation of one company's license. They also processed 83,255 administrative procedures, with an online processing rate of 98.4%. Based on the 2026 work program and key tasks for the remaining months of the year, the Ministry of Home Affairs is focused on finalizing and submitting to the Government a decree amending and supplementing Decree No. 219/2025/ND-CP on foreign workers working in Vietnam. It also aims to accelerate the dispatch of Vietnamese workers abroad in accordance with Directive No. 20-CT/TW from the Secretariat of the Communist Party of Vietnam Central Committee.
