Ho Chi Minh City Orders Private School to Cease Operations Amid Legal Irregularities

Ho Chi Minh City's Department of Education and Training has ordered the private Hoa Sen Junior and Senior High School to immediately cease educational activities at one of its campuses. The school, established in 2011 and permitted to operate by the Department of Education and Training in 2014, was found to be non-compliant with legal requirements. Specifically, the second campus located at Km11+300 Hanoi Highway in Tan Nhon Phu Ward reportedly failed to provide legal documentation proving land use rights, building ownership, or a rental agreement. Consequently, on August 22, the Department of Education and Training issued a directive for the school to halt all recruitment and educational activities at this location. Furthermore, the campus on Vo Van Ngan Street in Thu Duc District has been inactive since the 2025-2026 academic year. The school is currently applying to relocate to the Ho Chi Minh City Vocational College, also in Thu Duc District, but has not yet received approval to organize educational activities at the new site. The Department of Education and Training has stated that it is taking all necessary measures to prioritize students' right to education, ensuring no disruption occurs before the start of the 2026-2027 academic year. This includes consolidating parental requests and preferences to arrange transfers to schools near their residences, considering each institution's reception capacity. Priority will be given to resolving issues for students entering the 6th and 10th grades, who were enrolled under irregular circumstances by the school. Additionally, a hotline has been established to address parental inquiries and facilitate a smooth transfer process.
