This came two days after the INC staged an apparent surprise rally, shutting down a segment of White Plains Avenue, occupying several lanes of Edsa with parked vehicles carrying protesters, and causing traffic congestion in the area and surrounding major thoroughfares. As the INC secured a local government permit for a rally on Wednesday, traffic enforcers removed some of the parked vehicles, freeing up about three northbound lanes of Edsa from Ortigas Avenue to Bonny Serrano Avenue. The Quezon City government, however, revoked the INC’s permit for a rally on Thursday, citing reports of students and workers being affected by the traffic congestion due to Tuesday’s protest-action. This development prompted the INC to move to the Liwasang Bonifacio, a freedom park where no permits are required for public assemblies. The INC staged the protest to rally support for Sen.
