According to the LTO, the Memorandum Circular (MC) No. MVL-2026-5271 dated [Date of MC issuance, if available] will serve as the basis for the extension. The agency cited the ongoing technical problems with its online portal as the reason for the extension, aiming to prevent further inconvenience to the public and ensure a smoother process once the system is fully operational.
