Vietnam's Ministry of Education Proposes New Regulations on Educational Management Allowances

Vietnam's Ministry of Education and Training has proposed the introduction of new regulations concerning allowances for educational institution management positions. This proposal aims to abolish the current complex classification system based on school size and class numbers, and to apply unified allowances for equivalent positions. The current system requires annual reassessment of allowance coefficients based on student number fluctuations, leading to a significant administrative burden. The new regulations aim to reduce these cumbersome procedures, making management positions fairer and simpler. This is expected to enhance the efficiency of management tasks at the school level. Furthermore, revisions to regulations regarding professional allowances and seniority allowances for teachers are also underway. This is part of an effort to evaluate expertise in the education sector and ensure appropriate treatment for teachers who have contributed to education for many years. Following recent school restructuring plans, educational institutions are expected to be reduced by over 50%, with a significant decrease in teacher numbers. Under these circumstances, establishing regulations on the organizational structure, staffing, and treatment of principals, vice-principals, and educational support staff is essential for maintaining and improving the quality of education. By linking school restructuring with reforms in educational management, the efficiency and quality of the education system are expected to be enhanced.
