Mr. Chhay Hong, Deputy Prosecutor and spokesperson for the Phnom Penh Municipal Court, stated that the accused is named Ung Khieng, a 37-year-old Cambodian male who is unemployed. The accused has been charged by the prosecutor with murder with rape, under Article 205 of the Penal Code. The accused could face a life sentence if found guilty by the court. According to the Dangkao District Police, the suspect was arrested on July 12, 2026, under the direct command of Lieutenant General Chuon Narin, Deputy Commissioner General of National Police and Commissioner of Phnom Penh Municipal Police. The suspect was apprehended after he allegedly murdered the victim, identified as LIN ZHA, born August 20, 1979, a Chinese national holding passport number EJ7124095, who worked as a doctor for medical consultation and treatment, residing at the aforementioned address. According to the police report, the suspect successfully raped the victim after killing her on the day of the incident.
