Cambodia Calls for Strengthened Cooperation to Eradicate Cyber Scams at International Conference

AKP Phnom Penh, September 22, 2026 -- Cambodian Deputy Prime Minister and Minister of Interior H.E. Abhisantibindit Sar Sokha is set to deliver a keynote speech at a high-level forum during an upcoming international conference on combating online scams, officials said Monday. The International Conference on Combating Online Scams will be held in Phnom Penh from Sept. 23 to 24 under the theme "Acting Together Towards Breaking the Chain and Eradication of Online Scams." The opening ceremony will feature keynote remarks by Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet. Following the opening session, H.E. Abhisantibindit Sar Sokha will address the High-Level Session on "Online Scams as a Global Emergency." During his address, the Minister of Interior will detail the root causes and trends behind the rise of cyber scam operations, their links to other transnational crimes, and the law enforcement mechanisms and achievements of the Ministry of Interior. He will also address the challenges posed by artificial intelligence (AI) and call for enhanced international cooperation, transparency, and resolute commitment, according to Ministry of Interior deputy spokesperson H.E. Touch Sokhak. "The Minister will emphasise the Royal Government of Cambodia’s priorities, practical operational experiences, and key strategies for the international conference to consider in order to effectively address and eradicate this transnational crime on a global scale," he said. In addition to his address, H.E. Sar Sokha is scheduled to hold bilateral talks with representatives from various foreign governments and international organisations on the sidelines of the two-day event. H.E. Keo Vanthan, Secretary of State at the Ministry of Interior, will also speak at the first panel titled "Regional and Global Responses to Online Scams." His speech will cover Cambodia's national priorities, the growing complexity of cyber fraud at regional and global levels, and strategic frameworks for collective action. The conference will gather key international partners and guest speakers, including representatives from the Lancang-Mekong Cooperation Secretariat, the U.S. Federal Bureau of Investigation (FBI), the Australian Federal Police (AFP), the ASEAN Secretariat, the International Monetary Fund (IMF), and INTERPOL.
