The incidents reportedly occurred at San Ko Borey in Phsar Kandal village, Phsar Kandal commune, and at a shop named 'Kaka Salon' in Baliley 1 village, Poipet commune, Poipet city. The suspect is identified as Kum Lika, also known as Kaka, a 30-year-old woman who owns the Kaka Salon, located in Baliley 1 village, Poipet commune, Poipet city, Banteay Meanchey Province. Following the complaint, the specialized forces of the Poipet City Gendarmerie, led by Lieutenant Colonel Til Tailiv, Commander of the Poipet City Gendarmerie Base, arrived at the scene and conducted an investigation. On June 28, 2026, at 10:00 AM, the suspect was arrested. A wooden-handled pangato (knife) measuring 30 centimeters in length was seized at the Kaka Salon in Baliley 1 village, Poipet commune, Poipet city. The suspect was brought to the Poipet City Gendarmerie base for questioning. Lieutenant Colonel Til Tailiv stated that the victim, Ut Khon, is a childless widow without a home, who earned a living by cleaning houses. She had been living with the suspect for over three years, working as a cleaner and being treated like family. The incident allegedly began when the suspect's Chinese boyfriend brought several mobile phones and computers to the suspect's home. During cleaning, the victim accidentally dropped three mobile phones, which she then sold to a street vendor for 200,000 Riel (approximately $50 USD). Upon discovering the phones were missing and sold, the suspect became enraged and allegedly hit the victim with a piece of wood, causing multiple bleeding injuries. The suspect also reportedly threatened to cut off the victim's toes with the pangato and prevented her from leaving the house. On June 14, 2026, at 4:00 AM, the victim seized an opportunity to escape by climbing onto the house's roof from the back, then descending via iron bars. She then took a motorcycle taxi to her sister's house in Mondul 4 for treatment and subsequently filed a complaint with the City Gendarmerie. Lieutenant Colonel Til Tailiv further confirmed that after the arrest and questioning, the suspect admitted to committing the acts of violence as accused by the victim, stating she was angry that the victim sold the phones brought by her Chinese boyfriend. Based on the confession and concrete evidence, the City Gendarmerie has compiled a case file and forwarded it to the Provincial Gendarmerie Command for further legal proceedings. Colonel Brahm Teng, Director of the Criminal Investigation and Suppression Department, stated that the operation was conducted with the authorization of Brigadier General Boun Bin, Commander of the Provincial Gendarmerie, and with the legal cooperation of H.E. Kaet Vannareth, Provincial Prosecutor.
