Phu Quoc Special Zone Appoints Lieutenant General Dinh Van Noi as New Party Committee Secretary

The Phu Quoc Special Zone in central Vietnam has appointed Lieutenant General Dinh Van Noi as its new Party Committee Secretary, a move sanctioned by the Central Party Secretariat for the 2025-2030 term. This appointment signifies a key step in the zone's strategic development plans. On July 16, the An Giang Provincial Party Committee announced personnel changes for Phu Quoc. Le Quoc Anh, the outgoing Party Committee Secretary of Phu Quoc, will be transferred to serve as Deputy Head of the Provincial Party Committee's Organization Department. Concurrently, Lt. Gen. Dinh Van Noi, previously Deputy Secretary of the An Giang Provincial Party Committee, has been appointed to the Phu Quoc Special Zone Party Committee, its Standing Committee, and as its Secretary. Nguyen Tien Hai, Secretary of the An Giang Provincial Party Committee, emphasized Phu Quoc's role as a critical growth engine for An Giang province, which he described as a "miniature Vietnam" due to its size and population. He urged the entire political system of the special zone to adhere to the directives of the Party Central Committee, aiming to build Phu Quoc into an internationally competitive model, potentially surpassing Singapore, with future legal and policy adjustments to grant the zone greater provincial-level autonomy. Secretary Hai stressed the need for innovation among officials, stating, "Anyone who does not dare to innovate, who is afraid to act and sticks to old ways, will certainly not fulfill their mission." He also highlighted the new leadership's priorities: resolutely advancing land clearance for 21 projects supporting the 2027 APEC Summit, stringent management of land and environment, and maintaining security and order. In his acceptance speech, Lt. Gen. Dinh Van Noi pledged his full dedication to fostering unity, democracy, and discipline within the collective. He expressed a humble approach and a deep sense of responsibility, aiming to translate central and provincial policies into concrete actions to transform Phu Quoc into a modern, civilized, livable, and attractive international destination. Lt. Gen. Dinh Van Noi, 50, hails from Can Tho City and holds a PhD in Social Security and Order, an MBA, and advanced political theory qualifications. His career includes significant roles such as Deputy Director of Can Tho City Police, Director of An Giang Provincial Police, and Director of Quang Ninh Provincial Police. He was promoted to Major General in January 2023 and Lieutenant General in July 2024. Most recently, he served as Director of the Internal Political Security Department under the Ministry of Public Security. The development of special economic zones in Vietnam is a core element of the nation's strategy to accelerate economic growth and enhance international competitiveness. Phu Quoc, with its strategic location and tourism potential, is designated for preferential economic policies. The appointment of Lt. Gen. Noi is seen as a strong signal of the central government's commitment to driving the zone's rapid advancement.
