Vietnam Communist Party Unveils Plan to Optimize Political System and Local Governance

The Politburo of the Communist Party of Vietnam has issued Plan No. 06-KH/TW to implement Conclusion No. 76-KL/TW from the Third Plenum of the Central Committee, focusing on the continuous improvement and effective operation of the overall organizational model of the political system and the two-tier local government model. This plan aims to ensure the serious, decisive, comprehensive, synchronous, and effective implementation of tasks and solutions outlined in the conclusion. The initiative seeks to create high consensus in perception and decisive action, fostering the role and responsibility of Party committees, organizations, agencies, units, localities, officials, Party members, and the people in further refining and effectively operating the political system and the two-tier local government model. This is crucial for maintaining political stability and promoting socio-economic development. According to the plan, Party committees and organizations at all levels are required to proactively develop specific programs, projects, and plans based on their functions and mandates to effectively implement the conclusion. Regular reviews and assessments of implementation results will be conducted. The Politburo will organize a nationwide conference for studying and disseminating Conclusion No. 76-KL/TW. The Central Propaganda and Training Department, in coordination with relevant central agencies, will guide Party committees and organizations in studying the conclusion. Media outlets are directed to enhance propaganda on the content of the conclusion and related directives. Members of the Politburo, Secretariat, Central Committee, and provincial/municipal Party secretaries are responsible for leading and directing the organization of study, dissemination, and the development of implementation plans within their respective jurisdictions. Throughout the implementation process, the Politburo and the Secretariat will strengthen leadership, direction, and conduct regular inspections and supervision of the implementation of Conclusion No. 76-KL/TW and Plan No. 06-KH/TW. The Central Organization Department will coordinate with relevant agencies to monitor, inspect, urge, review, and summarize the implementation results, reporting periodically to the Politburo and the Secretariat.
