Luxury Prison Facilities Spark Corruption Allegations; ICW Demands Bribery Probe

Indonesia Corruption Watch (ICW) strongly asserts that luxury facilities discovered by the Ombudsman at the Cibinong Class IIA Correctional Facility (Lapas Kelas IIA Cibinong) should not be treated as mere administrative issues. ICW suggests these facilities could be breeding grounds for corruption, including bribery and gratification, potentially linked to special treatment for inmates, and is calling for an investigation by the Corruption Eradication Commission (KPK). Last week, the Ombudsman found over 10 rooms with apartment-like facilities within the correctional facility grounds in Cibinong. These rooms were equipped with living rooms, bedrooms, kitchens, televisions, refrigerators, and cooking appliances, and were separated from the general inmate housing blocks. Approximately six to seven individuals, believed to be inmates, were observed in this area, though their identities and exact status remain unconfirmed. Additionally, bottles of alcoholic beverages were found inside refrigerators and in the trash disposal areas. According to ICW, such special facilities are 'privileges' obtained by inmates through payment, which are closely related to corrupt practices like bribery to prison officials or even the warden. ICW emphasizes the need to investigate not just whether the buildings used are official residences, but the substance of the matter: whether there was a 'trading of privileges' within the prison, including who paid, who received the payments, who provided the facilities, and how they were granted to specific inmates. ICW states that given the Ombudsman's mention of possible payments for certain facilities, it is crucial for law enforcement agencies like the KPK to intervene and investigate whether transactions, money flows, or abuse of authority by officials and correctional staff occurred. These practices can escalate into the buying and selling of special treatment, with detrimental impacts such as undermining the deterrent effect of punishment and the preventative power against crime. The discovery at Cibinong highlights the deep-rooted corruption within Indonesia's correctional system, underscoring the need for system reform and strengthened integrity among staff to break this cycle of recurring problems.
