Vietnam Pushes Digital Transformation at District Level

Lang Son province in northern Vietnam held a conference on July 23 to promote digital transformation in its district-level administrations. Organized by the provincial Department of Science and Technology, the meeting aimed to unify the implementation of digital transformation at the commune level, aligning with the two-tier local government model. The Communist Party of Vietnam has identified digital transformation as a key pillar of its national growth strategy, with a policy to accelerate digitalization for citizens and businesses. Simplifying administrative procedures, enhancing transparency, and speeding up service delivery are considered crucial for improving citizens' quality of life. The Ministry of Justice has also launched a 100-day action plan to address bottlenecks in digital transformation, accelerating efforts nationwide. This conference in Lang Son province is seen as part of this national digital transformation drive, aiming to promote specific measures at the local level and strengthen cooperation among relevant agencies. Accelerating the implementation of science, technology, innovation, and digital transformation is expected to be a strategic driving force for economic growth. The initiative also signals a commitment to jointly promote digital transformation in business with the people, indicating a prospect for developing an environment that facilitates local residents' participation in digital economic activities. Under Vietnam's one-party system, central government policies are typically transmitted and implemented quickly at the local level. Digital transformation holds the potential not only to improve administrative efficiency but also to enhance access to information and broaden opportunities for citizen participation and economic activities. However, addressing challenges such as bridging the digital divide and ensuring privacy and cybersecurity will be important issues going forward.
