Cambodia: Quality Paramount in Rural Road Bidding Despite Significant Price Drops

In Kompong Trach village, Krachmar district, Tbong Khum province, a public bidding for the construction of a 3-kilometer gravel road and three drainage culverts was held on the morning of August 7, 2026, at the Kompong Trach village hall. Numerous companies from various provinces participated in the bidding, with authorities deploying law enforcement officers to maintain order. According to Mr. Chhun Sivleng, the village chief of Kompong Trach, the road construction project was initiated following a request from residents of the first village, who sought a gravel road to facilitate the transport of agricultural products. The project, with an estimated cost of over 289 million Riel (approximately $72,250 USD), was put up for public bidding. Eleven companies competed, and the contract was ultimately awarded to Hang Khuy Heng company for over 123 million Riel (approximately $30,750 USD), based on the condition that the lowest bidder would win. Village Chief Chhun Sivleng further stated that despite the winning bid being over 60% lower than the initial estimate, the authorities' primary demand is for the road to be constructed with quality that meets technical standards. The remaining funds will be allocated to another concrete road project in the fifth village. Additionally, in 2027, further concrete road construction is planned with funds allocated by the Royal Government. The winning company, Hang Khuy Heng, will source the gravel for the road construction from Stueng Trang district, Kompong Cham province. This company has previously undertaken road construction projects in Kompong Trach village, and their work was considered to be of reasonably good and acceptable quality. Currently, all six villages within the commune have seen their roads transformed from unpaved to concrete, with a total length of approximately 20 kilometers. During his ten-year tenure as a commune councilor for Kompong Trach, Mr. Chhun Sivleng noted that he has never encountered a company that won a road construction bid and subsequently abandoned the project.
