Former EVNNPT Chairman Indicted in Corruption Case

Dang Phan Tuong, former chairman of the National Power Transmission Corporation (EVNNPT) and currently a member of the Board of Directors at Dong Anh Electrical Equipment Corporation - JSC (EEMC), has been indicted in connection with an ongoing investigation into corruption. EEMC recently announced unusual information regarding Mr. Tuong. He was indicted by the Investigation Police Agency of the Ministry of Public Security as part of the investigation into cases occurring at EVNNPT, PC1 Group, and related units. The specific charges and violations attributed to Mr. Tuong have not yet been publicly disclosed. Mr. Tuong, 61, served as Chairman of the Board of Members of EVNNPT for many years before retiring at his personal request in September 2020. He was subsequently appointed as a member of the Board of Directors of EEMC in November 2024, for the term 2024-2029. Previously, a series of leaders from power companies such as PC1, TV1, TV2, and TV3 had been indicted. As of July 2026, the C01 department of the Ministry of Public Security had indicted 47 individuals on five charges: Violating regulations on bidding causing serious consequences, Violating accounting regulations causing serious consequences, Property Embezzlement, Bribery, and Receiving Bribes. According to C01, numerous violations occurred during the implementation of the 3-circuit 500kV power transmission line project, for which EVNNPT is the investor. Both EVNNPT and contractors committed violations in the process of estimating, approving budgets, preparing bidding documents, organizing bidding, and in the acceptance and settlement stages. Violations were also found among contractors carrying out many project components. The 13 companies identified as involved include: EVNNPT, the Management Boards of Northern and Central Power Projects, PC1, Dong Anh Steel Pole Manufacturing Co., Ltd., Tan Phat Mineral Joint Stock Company, Song Da 11 Joint Stock Company, Power Construction and Installation Co., Ltd. 4, and the Power Consulting and Construction Joint Stock Companies 1, 2, 3, and 4. During the investigation, C01 seized VND 45.8 billion, USD 1 million, and temporarily suspended or froze securities accounts totaling approximately VND 1,756 billion.
