Philippines Senate Ratifies ASEAN Extradition Treaty

THE Senate on Monday approved Senate Resolution No. 623, concurring in the ratification of the Association of Southeast Asian Nations (ASEAN) Treaty on Extradition (ATE). With 20 affirmative votes and no objection, the chamber agreed to ratify the treaty, establishing a comprehensive regional framework for the extradition of individuals among ASEAN member states. “This ASEAN Treaty on Extradition allows us to have a legal basis for extradition with all ASEAN member-states, even the ones we don’t have bilateral extradition treaties with. Transnational crimes flourish because the juridical powers of one country end where another country begins,” said Senator Juan Miguel F. Zubiri, who chairs the Senate Foreign Relations Committee, during the plenary session. He added that establishing the regional framework could curb the chances of fugitives to exploit national and legal borders, noting that it also strengthens the ability of law enforcement agencies in their pursuit of offenders in Southeast Asia. The treaty was signed by members of the regional bloc in Manila on Nov. 14, 2025. Several government agencies, including the Department of Foreign Affairs, Department of Justice, National Prosecution Service, National Security Council, Philippine Center on Transnational Crime, National Bureau of Investigation, Philippine National Police, Armed Forces of the Philippines and Bureau of Immigration backed the measure during Senate hearings.
