Vietnam Strengthens IP Protection to Sustain Export Markets

Vietnam has affirmed its commitment to strengthening intellectual property (IP) protection at the 68th series of meetings of the assemblies of the member states of the World Intellectual Property Organization (WIPO). This is seen as a crucial step to combat increasingly sophisticated illicit tactics and ensure the sustained growth of Vietnam's export markets. Minister of Science and Technology Vu Hai Quan praised WIPO's role in developing the global IP system and its contributions to enhancing state management capacity, supporting businesses, training human resources, and promoting the commercialization of intellectual assets. As a member of the World Trade Organization (WTO), Vietnam is also actively contributing to the organization's agenda, including ratifying the first phase of the Agreement on Fisheries Subsidies and negotiating entry into the expanded Information Technology Agreement (ITA2). As offenders adopt increasingly sophisticated tactics, Vietnamese customs authorities are tightening controls at border gates, stepping up the use of technologies, and refining enforcement measures. The aim is to intercept illicit goods at the import and transit stages. To maintain economic growth, Vietnam emphasizes a transparent and stable legal environment, viewing foreign direct investment (FDI) as "an important component of the national economy" and a key driver of economic development and international integration. Resolution No. 10-NQ/TW, issued by the Politburo in 2026, identifies FDI as such. Vietnam's participation in the negotiations for the expanded Information Technology Agreement (ITA2), scheduled to take effect in 2026, and preparations for its next Trade Policy Review at the end of next year, are part of its efforts to strengthen international economic integration. Furthermore, Vietnam is focusing on the development of its maritime economy, considering shipbuilding as a vital component. This sector is linked with a broad industrial ecosystem encompassing metallurgy, mechanical engineering, electrical and electronic industries, automation, information technology, and maritime logistics.
