Vietnam Aims to Become a Strong Maritime Nation with New Party Resolution

The Central Committee of the Communist Party of Vietnam has adopted a resolution (Resolution No. 20-NQ/TW, dated July 28, 2026) on building and developing Vietnam into a strong maritime nation at the Third Plenum of the 14th Central Committee. This resolution was signed and promulgated by Comrade To Lam, General Secretary of the Party and President of the State, on behalf of the Party Central Committee Executive Board. Vietnam aims to enhance its influence in the international community by developing its marine resources, securing maritime routes, and strengthening its defense capabilities. With its long coastline and vast Exclusive Economic Zone (EEZ), the sea is a crucial source of economic growth for Vietnam. Fisheries, marine energy, tourism, and maritime transport are particularly vital components of the nation's economic development. This resolution concretizes a national strategy for more sustainable and effective utilization of these marine resources. Furthermore, Vietnam faces geopolitical challenges in its maritime domain, including territorial disputes in the South China Sea. Developing into a maritime nation is also important for addressing these challenges and protecting national interests. Strengthening defense capabilities and improving maritime security are key pillars for ensuring national sovereignty and territorial integrity. The adoption of this resolution is part of Vietnam's state development plan under its one-party system, reflecting a long-term perspective.
