AI Summary

Laos hosted a seminar to foster digital economy development under the Mekong-Lancang Cooperation framework, focusing on bridging the digital divide and boosting MSME participation in cross-border e-commerce. Harmonizing policies and establishing common digital standards are key challenges.

The Mekong-Lancang Cooperation (MLC) Regional Seminar, held in Vang Vieng District, Vientiane Province, served as an opportunity to deepen cooperation in the digital economy under the theme: "Enhancing Digital Economy Capacity to Drive Future Economic Growth within the Mekong-Lancang Sub-regional Cooperation Framework." The event supports the implementation of the Joint Statement of the Fourth Mekong-Lancang Cooperation Leaders' Meeting in 2023 and the MLC Five-Year Action Plan (2023–2027), which prioritizes cooperation in innovation, digital technology, digital connectivity, and cross-border e-commerce to narrow the digital development gap among member countries. Opening the seminar, Deputy Foreign Minister Maithong Thammavongsa emphasized the importance of strengthening regional cooperation to accelerate digital transformation and promote sustainable economic development. A representative of the Chinese Embassy in Laos also highlighted the commitment of Mekong-Lancang leaders to expanding cooperation in digital technology and the digital economy to advance regional and global economic integration. The seminar brought together government officials, business leaders, researchers, and digital economy experts to exchange experiences, assess progress in regional cooperation, identify regulatory gaps, and explore opportunities to develop common digital standards. Participants also discussed ways to strengthen collaboration between policymakers and digital platform providers to help micro, small and medium-sized enterprises (MSMEs) expand their participation in cross-border e-commerce. Discussions focused on two key areas: Harmonizing digital economy policies and legal frameworks to support regional integration, and expanding MSME participation in cross-border digital trade through e-commerce platforms. Organizers stated that the seminar's recommendations will help shape future digital economy policies among Mekong-Lancang countries while contributing to the development of a more integrated, secure, and inclusive regional digital ecosystem that supports sustainable economic growth. Laos, under its one-party system, prioritizes economic development, particularly strengthening ties with China and Vietnam. Cooperation in the digital economy is seen as a means to enhance these key partnerships and drive economic growth. However, challenges in infrastructure development and human resource training may pose potential obstacles to digital advancement.
