US Unpredictability Drives Deeper Cooperation Among Asian Allies

The growing unpredictability within US politics is prompting key Indo-Pacific allies to strengthen their mutual cooperation. Nations such as Japan, South Korea, and Australia are increasingly investing in relationships with one another, driven by the need to build their own security and economic resilience against potential shifts in US policy. South Korea and Japan, overcoming historical disputes, are expanding cooperation in areas like supply chains, energy, and advanced industries. They have established mechanisms for information sharing and consultation during supply chain disruptions and are holding regular policy dialogues on mineral resources and trade. In the semiconductor sector, SK Hynix of South Korea is considering a large investment in Japan, signaling a shift from rivalry to cooperation. Japan and Australia are deepening their economic security and defense production linkages. Both governments have agreed to consult during economic security contingencies and enhance cooperation in energy, critical minerals, supply chains, and advanced technologies. In defense, joint development projects are progressing, including successful field trials of a jointly developed surveillance system. These efforts to strengthen cooperation are a response not only to existing geopolitical and economic challenges—such as China's rise, North Korea's weapons programs, the war in Ukraine, and disruptions to energy and supply chains—but also to the risk of policy fluctuations from the United States. Specifically, the unilateral policy changes observed during the previous Trump administration have made allies acutely aware of the risks of over-reliance on Washington. Furthermore, these Asian nations are also deepening their engagement with the European Union (EU). South Korea, Japan, and Australia have each signed Security and Defense Partnerships with the EU, advancing cooperation in diverse fields including maritime security, cybersecurity, space, and defense industry policy. While these relationships with Europe are not intended to replace US alliances, they are considered crucial for providing additional channels for coordinating supply chains, technology, energy, and security in the event of geopolitical or economic shocks.
