NA Seeks Consistency in Military, Defence Legislation
Vietnam's National Assembly is advancing new draft laws to enhance consistency in military and defense legislation, a move aimed at strengthening national governance and fulfilling international obligations.
Vietnam's National Assembly (NA) is accelerating efforts to enhance consistency in military and defense legislation, a move aligning with the strategic goals of the Communist Party of Vietnam and state leadership to strengthen national governance and fulfill international obligations. Several draft laws have been added to the 2026 agenda for discussion and approval at the second session of the 16th NA, scheduled for October. These include a draft law outlining principles, measures, policies, and responsibilities of state agencies, organizations, and individuals in preventing the proliferation of Weapons of Mass Destruction (WMDs). This law is expected to apply to Vietnamese organizations and individuals, as well as foreign entities and individuals operating or residing in Vietnam. Furthermore, tougher measures to combat copyright infringement, especially in the digital space, are among the core proposals for amending the Law on Publication. These legislative efforts demonstrate Vietnam's commitment to aligning with international norms while balancing domestic development and national security. Party General Secretary and State President To Lam noted that the achievements so far mark a significant shift from viewing inspections solely as a tool to detect violations to recognizing them as an important mechanism for improving institutions and strengthening national governance. The top leader also warned that administrative restructuring would be hollow if administrative borders continue to shackle development mindset through fragmented, localized decision-making. These legislative enhancements can be interpreted as an indication of Vietnam's ambition to strengthen its role in the ASEAN region and enhance its capacity to respond to international security challenges. Through the implementation of defense cooperation agreements and the deepening of relations with neighboring countries, Vietnam seeks to establish itself as a responsible player in the region and on the international stage.
