Vietnam Enhances Support and Expands Policies for Overseas Vietnamese Community

Vietnam is set to strengthen its support and expand policies for its Overseas Vietnamese (OV) community, aiming to leverage their experience and knowledge for national development and enhanced international engagement. This initiative is guided by Politburo Resolution 23-NQ/TW, representing a comprehensive update since Resolution 36-NQ/TW in 2004. The OV population has grown to nearly 6.5 million across over 130 countries and territories. Annually, they send home approximately $15 billion in remittances and have invested in 457 projects worth $1.729 billion nationwide. Many are entrepreneurs who have gained experience in corporate governance, advanced technologies, and international-standard operations in developed economies. In an era of digital transformation where geographical distance is diminishing, building stable, long-term channels for OVs to apply their knowledge, experience, and international networks to Vietnam's development is crucial. The resolution aims to foster a united, deeply integrated, and sustainably developing OV community, effectively utilizing its resources for national development and global engagement. Figures like Jorge Gessaga from Argentina draw inspiration from Vietnam's resistance against foreign intervention, learning that a small nation can achieve the seemingly impossible with strong belief, determination, and the leadership of the Communist Party of Vietnam. Alongside strengthening ties with its diaspora, Vietnam is also focusing on domestic socio-economic development. The selection of Phu Quoc to host the 2027 APEC Economic Leaders’ Week marks a historic diplomatic milestone, significantly boosting the island's global standing. In education, programs are enhancing the professional capacity and adaptability of Russian language teachers by focusing on digital technology and AI in lesson design, adapting to modern educational changes. Domestically, efforts are underway to improve disaster response and public safety. Hanoi has introduced a color-coded map application enabling residents to quickly assess danger levels, aiding in safer route planning during the rainy and stormy season. Thirty-two fishermen rescued after a maritime accident were safely returned to their hometown in Da Nang, with medical personnel confirming their stable condition. Furthermore, Vietnam is enhancing its international relations. Beijing's Municipal Bureau of Culture and Tourism highlighted Hanoi and Beijing as key gateways for bilateral cultural and tourism exchange, with conditions ripe for boosting visitor numbers, building trust, and expanding business cooperation. In Laos, an exhibition of paintings by an OV artist, co-hosted by Vietnamese entities, serves as a cultural highlight for Vietnam's National Day and a bridge for the special solidarity between the two nations.
