Cambodia Boosts Legal Cooperation with France as Deputy Prime Minister Visits Paris

Cambodian Deputy Prime Minister Vongsey Vissoth, during his official visit to Paris, met with French Council of State Vice President Marc Guillaume and signed a Memorandum of Understanding (MoU) aimed at strengthening legal cooperation between the two countries. This agreement is seen as a significant step in Cambodia's legal reform and human resource development efforts. Mr. Guillaume stated that the signing of the MoU establishes a comprehensive and in-depth strategic framework for cooperation in legal affairs, administrative institutional reform, and human and institutional capacity development between the two nations and their respective institutions, with a long-term vision. Deputy Prime Minister Vongsey Vissoth, who also serves as Minister of the Council of Ministers and President of the Legal Council, highlighted that the MoU is a crucial advancement in legal cooperation and part of reinforcing institutional relations between the Council of Ministers and the French Council of State. He further added that the MoU demonstrates the shared commitment of both parties to strengthening regular dialogue, enhancing human resource capacity, and sharing experiences, particularly the best practices of the French Council of State in the field of administrative law, as Cambodia prepares its administrative and commercial codes as part of its legal reform program. The Cambodian Deputy Prime Minister expressed Cambodia's strong commitment to translating the content of this MoU into concrete actions that yield long-term benefits. He also expressed the expectation that it will serve as a model for legal cooperation based on trust and mutual respect, through the sharing of profound experiences and knowledge from members of the French Council of State to young Cambodian legal officials, thereby strengthening their professional legal capabilities and skills. Through this MoU, it is anticipated that pathways will open for numerous future joint achievements between Cambodia and France, contributing to the development of the close relationship between the two nations.
