Vietnam, Laos Enhance Cooperation in Party Theoretical Work

Vietnam and Laos have affirmed the positive progress in implementing the 2022-2026 cooperation agreement between their respective Organisation Commissions, agreeing to further deepen their traditional friendship, special solidarity, comprehensive cooperation, and strategic cohesion. Party General Secretary and President To Lam reaffirmed that Vietnam consistently gives top priority to strengthening the great friendship, special solidarity, comprehensive cooperation, and strategic cohesion with Laos, describing the relationship as an invaluable asset shared by the two nations and their revolutionary causes. Under a new development model, Vietnam aims for self-reliance, innovation, human-centricity, sustainability, and global integration. Science and technology, innovation, digital transformation, and artificial intelligence are designated as main growth drivers, with higher productivity and more efficient resource allocation as core principles. The country is shifting towards effective governance and sustainable use of its maritime space, underpinned by these advancements, rather than solely focusing on resource exploitation. The 14th National Party Congress prioritized maintaining a peaceful and stable environment for national development. It also set goals for an orderly, civilized, secure, safe, socially protected, and development-oriented society, with the long-term ambition of significantly reducing crime and social evils. Party General Secretary and State President To Lam stressed that security is a prerequisite for development and called for a fundamental shift in the national security strategy. Vietnam must strengthen resilience, improve preparedness, and proactively safeguard the country, rather than merely dealing with individual risks after they arise. Vietnam also highlighted its efforts to enhance bilateral relations with various countries, including Lithuania, Cambodia, the Philippines, Burundi, Panama, Australia, and Canada. Notably, the comprehensive partnership with Canada, which recognizes ASEAN's centrality and Vietnam's role as a trade gateway, was discussed. The potential for Vietnam and Panama to serve as gateways linking ASEAN and Latin American economies was also mentioned.
