AI Summary

Hanoi has launched a regulatory sandbox to facilitate pilot testing of autonomous driving systems and rare earth processing technologies. The initiative aims to foster new industries and enhance economic value for the capital.

Hanoi has launched a regulatory sandbox to foster pilot testing of innovative technologies. During a conference on September 10, leaders of the Hanoi People's Committee tested an autonomous vehicle within the Hoa Lac Hi-Tech Park. Under this initiative, municipal authorities granted pilot licenses to two key tech ventures. Phenikaa-X Joint Stock Company received approval to test an intelligent autonomous transit system, including electric buses, robotaxis, street-cleaning robots, and automated delivery pods. Mining Technology and Construction Consulting Joint Stock Company was authorized to pilot the processing of total rare earth oxides exceeding 95% purity. Dung, Vice Chairman of the Hanoi People's Committee, directed the Hanoi Department of Science and Technology and relevant agencies to establish monthly or quarterly review systems. Regulators are tasked with promptly resolving operational hurdles, adjusting sandbox mechanisms swiftly, and aligning administrative authority with concrete accountability. Upon completion of trials, agencies must advise the city on technologies ready for commercial rollout, technical standards requiring formal issuance, and outdated regulations that need removal. He emphasized that regulatory sandboxes do not dilute statutory oversight responsibilities across line departments. "The digital economy must not stop at digitizing existing sectors; it must create high-value, novel industries," Dung stated. "The goal of this regulatory sandbox is not to register paper successes, but to foster technologies that serve citizens and generate tangible economic value for the capital and the nation." This regulatory sandbox initiative signifies Hanoi's commitment to accelerating its digital economy transition and enhancing its international competitiveness in high-tech sectors. By encouraging investment and development in strategic areas like autonomous driving and rare earths, the city aims to create new drivers of economic growth. Within Vietnam's one-party system, government-led industrial policies are a crucial element in driving economic expansion, and such regulatory easing is seen as part of this strategy. Furthermore, for Vietnam, which has strong economic ties with China, strengthening its autonomous development capabilities in the rare earth sector is significant from the perspective of supply chain diversification.
