Cambodia Shares Labor, Social Security, and Vocational Training Experience with Timor-Leste Delegation

The Ministry of Labor and Vocational Training of Cambodia shared its experiences in the fields of labor, social security, and Technical and Vocational Education and Training (TVET) with a delegation from Timor-Leste's ASEAN Youth Leadership Program (Futuru Líder ba ASEAN-FLBA). During a meeting held on July 28, 2026, at the Ministry, Deputy Secretary of State Him Sotharath emphasized the importance of labor force development, labor policies, TVET, and national development plans to equip students with skills aligned with labor market demands. Sotharath highlighted the Cambodian government's strong commitment to human resource development, particularly for youth, by continuously strengthening the TVET system through national strategic plans, cooperation with development partners, investment in modern technology, practical training, and labor market information services. Efforts to address skill gaps were also discussed, including work-based learning, dual learning systems, recognition of prior learning (RPL), and mobile training programs for citizens, especially those in rural areas. Leaders from the General Directorate of TVET also shared insights from studying the implementation of TVET systems in other ASEAN countries and Switzerland, adapting them to Cambodia's specific context. Representatives from the National Social Security Fund (NSSF) briefed on the expansion of social security and social assistance programs, particularly for workers in the informal economy, poor households, and vulnerable groups. The FLBA delegation from Timor-Leste expressed interest in Cambodia's TVET programs, public-private partnerships, and the exchange of experiences to prepare Timor-Leste for its role as the ASEAN Chairmanship in 2029. The FLBA program aims to develop Timor-Leste's future leaders for regional integration through a 12-month leadership training and a 10-day study tour in ASEAN member states. Source: AKP Khmer
