Vietnam Calls for Clarifying Responsibilities of Digital Platforms and AI in Legal Education
Vietnam's National Assembly, while acknowledging the promotion of digital platforms and AI in legal dissemination and education, has called for clearer verification, oversight mechanisms, and defined responsibilities, particularly concerning the risk of AI-driven misinformation.
Vietnam's National Assembly has highly appreciated the promotion of digital platforms and artificial intelligence (AI) in legal dissemination and education. However, it has also emphasized the necessity of establishing verification and monitoring mechanisms and clearly defining the responsibilities of relevant agencies, organizations, and digital platforms when introducing these technologies. The discussions, concerning the draft revised Law on Legal Dissemination and Education, saw deputies highlighting the importance of actively leveraging technological advancements and digital transformation (DX) in the field of legal education. Nevertheless, concerns were raised regarding the risk of misinformation and biased interpretations spreading with the rapid development of AI technology. In particular, how to ensure the accuracy and reliability of AI-generated content and how to determine accountability in the event of the dissemination of incorrect legal interpretations or information are becoming crucial issues moving forward. Vietnam, under the leadership of the Communist Party, has prioritized economic growth while maintaining its one-party system. In recent years, the adoption of digitalization and AI technology has been positioned as a new driving force for economic development, with applications expanding into administrative services and education. However, this rapid adoption has also created challenges where legal frameworks and social structures struggle to keep pace. The current National Assembly discussions reflect the Vietnamese government's stance on maximizing the benefits of technological innovation while managing potential risks and ensuring accurate information dissemination to the public. In its relations with China, while economic ties are strong, geopolitical tensions persist, particularly concerning issues like the South China Sea. Under these circumstances, the development of domestic digital infrastructure and the utilization of AI technology are considered important from the perspectives of economic independence and national security. The application of AI in legal education could contribute to raising public legal awareness, but its implementation requires careful consideration.
