Indonesia Allows BOS Funds for Non-ASN Teacher Salaries

Indonesia's government has expanded the use of School Operational Assistance Funds (BOS), allowing them to be used for salary payments to non-Civil Servant teachers (Non-ASN) in public schools. This move is seen as part of President Prabowo Subianto's commitment to providing quality education for all children. Abdul Mu'ti, the Deputy Minister of Education, Culture, Technology, and Higher Education, revealed this after a special meeting on free public education at the Presidential Palace in Jakarta on Wednesday (23/9/2026). Mu'ti stated that BOS funds can be utilized for various school needs, including operational costs, salary payments for non-ASN teachers, minor repairs, and support for extracurricular activities. Specifically for non-ASN teachers in public schools, a portion of up to 20% of the BOS funds can be allocated for salary payments. While permanent Civil Servant teachers (ASN) and future P3K employees will receive salaries from the central government, non-ASN teachers will be paid from BOS funds. Furthermore, the government plans to strengthen teacher quality through training programs, with funding to be sought from the State Revenue and Expenditure Budget (APBN). Mu'ti emphasized that this initiative aligns with President Prabowo's "Asta Cita" (Eight Commitments), specifically the fourth point concerning providing quality education for all Indonesian children. This policy is expected to contribute to improving teacher welfare and maintaining educational quality, particularly in regions with limited educational infrastructure. However, attention will be needed to ensure that the expanded use of BOS funds does not strain resources essential for core school operations and educational activities.
