Vietnamese Foreign Minister Meets Chinese Counterpart, Affirms Deepening Strategic Partnership

Vietnamese Foreign Minister Le Hoai Trung met with his Chinese counterpart Wang Yi in Manila, the Philippines, on July 22, 2026. The two ministers welcomed the positive and substantive progress in the Viet Nam–China Comprehensive Strategic Cooperative Partnership. Minister Le reaffirmed that Viet Nam consistently regards the development of relations with China as an objective requirement, a strategic choice, and a top priority in its foreign policy. He highly appreciated China's support for Viet Nam's national development and expressed hope that the two sides would strengthen exchanges and share experiences in renewing growth models, advancing science and technology, fostering innovation, and accelerating the green transition. Minister Wang thanked Viet Nam's senior leaders for extending their sympathies over the recent flood damage in China. He reaffirmed that China attaches great importance to its relations with Viet Nam and supports the country's development objectives in the new stage. He stressed that, as neighboring socialist countries and developing nations, China and Viet Nam should continue enhancing solidarity, cooperation, and mutual support amid an increasingly complex international environment, while jointly safeguarding the legitimate interests of developing countries and contributing to regional and global peace, stability, cooperation, and development. The two ministers agreed to continue effectively implementing the important common perceptions reached by the top leaders of the two Parties and countries. They also agreed to further promote the strategic guiding role of high-level exchanges and advance the building of the Viet Nam–China Community with a shared future that carries strategic significance, in line with the "six major orientations." Both sides agreed to maintain regular high-level exchanges and meetings, strengthen ties between the two Parties and States, and make full use of existing cooperation mechanisms. These include the Steering Committee for Bilateral Cooperation and the "3+3" Strategic Dialogue on diplomacy, defense, and public security. They also pledged to deepen cooperation in development strategy connectivity, economy, trade, investment, infrastructure, science and technology, education and training, and people-to-people exchanges. The aim is to foster more balanced, sustainable, inclusive, and mutually beneficial cooperation. Minister Le called on China to further open its market to Vietnamese products, particularly agricultural goods. He also urged China to facilitate business activities for enterprises from both countries and support Viet Nam's participation as the featured country in the "Shared Big Market: Export to China Series Activities." Minister Wang took the occasion to invite Vietnamese leaders to attend the 2026 APEC Economic Leaders' Meeting in China. Minister Le expressed confidence that China would successfully host APEC Year 2026 and congratulated the country on the successful organization of the World Artificial Intelligence Conference in Shanghai. The two ministers underscored the importance of promoting inclusive and mutually beneficial international cooperation in artificial intelligence. This cooperation aims to help narrow development gaps and enable developing countries to benefit from scientific and technological advances. They also agreed to maintain close coordination at global, regional, and sub-regional multilateral mechanisms. This includes strengthening consultation and mutual support on issues of shared concern, thereby contributing to peace, stability, cooperation, and development in the region and beyond.
