Phnom Penh Authorities Order Garment Factory to Rectify Emissions

Authorities in Phnom Penh's Ruesi Keo District, in collaboration with the Phnom Penh Municipal Department of Environment, have inspected and addressed environmental impacts caused by smoke from a garment factory's boilers. This action was taken following complaints from residents regarding the impact on air quality and daily life. The inspection was carried out on July 30, 2026, as per the instructions of Mr. Chin Bunthoeun, Governor of the Ruesi Keo District Administration. The Department of Public Works, Transport, Sanitation, Environment, and Public Order of the Ruesi Keo District Administration, in cooperation with the Ruesi Keo Commune Administration and a working group from the Phnom Penh Municipal Department of Environment, conducted an on-site inspection at the "Hai Synergy International Garment Co., Ltd." garment factory, located in Group 6, Boeung Salang Village, Ruesi Keo Commune, Ruesi Keo District. The inspection found that smoke from the factory's hot boilers has caused environmental impacts, particularly on air quality and the lives of nearby residents. To prevent and mitigate these impacts, the working group provided guidance and imposed immediate measures on the factory owner. Firstly, the team strictly prohibited the burning of industrial waste or any prohibited waste within the hot boilers, as this can cause atmospheric pollution and affect public health. Concurrently, the factory owner must seek expert technicians to improve and install a smoke filtration system that meets technical standards, aiming to ensure air quality and reduce environmental pollution in the area. The Phnom Penh Municipal Department of Environment will issue a directive to the factory owner to implement corrective measures and resolve the causes of environmental impact in accordance with current standards and regulations.
