Justice Undersecretary Nicky Ty stated in a press conference that such legislation is "really necessary" and should be prioritized. Furthermore, Ty stressed the need for an inter-agency body and a "whole-of-government" or even a "whole-of-nation" approach to tackle the issue, advocating for the law to also address coordination and cooperation with other countries. In the absence of a dedicated law, authorities are exploring existing legislation, including the Cybercrime Prevention Act of 2012, the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act, and provisions under the Revised Penal Code. The possibility of classifying NVE under terrorism frameworks is also being considered, though Ty cautioned that terrorism is a controversial subject and care must be taken when labeling a child as a terrorist. In late June, two minors were involved in a shooting at San Jose National High School in Tacloban City, which left three individuals dead and several others injured. The Philippine National Police has filed murder and attempted murder charges against the 15-year-old shooter. The 14-year-old shooter is under the custody of the Department of Social Welfare and Development and is undergoing intervention programs.
