Cambodia Accelerates Land Registration Document Processing in Preah Sihanouk

A meeting was held in Preah Sihanouk province on Wednesday, July 15, 2026, to address and expedite the processing of land registration documents. The meeting was led by H.E. Kong Vibol, Secretary of State attached to the Prime Minister and Director-General of the General Department of Taxation, and H.E. Mang Sineth, Governor of Preah Sihanouk Province. H.E. Mang Sineth, Governor of Preah Sihanouk, welcomed the meeting aimed at resolving the backlog of documents at the one-stop service centers of municipalities, districts, relevant ministries, and departments within Preah Sihanouk province. He emphasized the need to ensure that documents are processed smoothly, transparently, and accountably for the citizens. He noted that past document backlogs were due to several factors, including human error, legal issues, and technical challenges. While efforts have been made to expedite document flow at the one-stop service centers, he acknowledged that the pace has not yet met expectations. H.E. Kong Vibol stated that the purpose of the meeting was to foster collaboration between the tax branches and the land administration departments to strengthen the efficiency of land registration. He mentioned that the Taxation Department has been working consecutively with the Governor of Phnom Penh, Kandal Province, and Siem Reap Province, and will continue to address issues in Preah Sihanouk. The goal is to ensure synchronized land registration work, improve data collection, deepen reforms, and collectively increase tax revenue for the national budget. He further noted that the backlog of documents at the land administration and tax branches in Preah Sihanouk has been largely resolved. The remaining backlogs are attributed to three categories: 1. Owners not cooperating, 2. Owners providing insufficient documents, and 3. Owners being out of the country. Therefore, officials must work together to achieve even greater efficiency and results.
