Cambodia Strengthens Multilateralism in Digital Cooperation from National to Regional and Global Levels
Cambodia's Minister of Post and Telecommunications met with numerous institutions and countries on the second day of the 'Global Dialogue on AI Governance' to strengthen digital cooperation. Notably, discussions with the UN Secretary-General's Special Envoy on Digital Technology highlighted Cambodia's efforts in digital capacity building, leading to invitations to participate in international platforms and co-chair initiatives.
His Excellency Chea Vandeth, Minister of Post and Telecommunications, met with numerous institutions and countries on July 7, 2026, the second day of the 'Global Dialogue on AI Governance,' to strengthen Cambodia's digital cooperation. During his discussions with His Excellency Amandeep Singh Gill, UN Under-Secretary-General and Special Envoy on Digital Technology and Emerging Technologies, Minister Chea Vandeth briefed him on the Cambodian government's efforts to enhance digital capacity at all levels through programs such as the 'Techo Digital Talent Scholarship,' community technology centers, and computer rooms in target primary schools, as well as investments in public digital infrastructure like verify.gov.kh. The Special Envoy praised Cambodia's commitment and the success of verify.gov.kh. He invited Cambodia to promote the platform on the UN Digital Cooperation Portal and to co-chair the UN Open Source Week in 2027. Furthermore, the Minister met with Ministers of Digital Affairs from Gabon, Chad, Mozambique, Senegal, and Côte d'Ivoire to share Cambodia's experiences. He also invited the ministers from these five countries to attend the Francotech event, scheduled for late 2026 during the 20th Francophonie Summit hosted by Cambodia. His Excellency Chea Vandeth also held discussions with Her Excellency Deema Al Yahya, Secretary-General of the Digital Cooperation Organization (DCO), to explore further collaboration. H.E. Al Yahya expressed her intention to invite Cambodia to become a member of the DCO, recognizing Cambodia's ongoing digital transformation achievements which have garnered international recognition. These efforts are in line with the implementation of Cambodia's digital transformation policy under the 'Pentagon Strategy' Phase 1. They aim to enhance multilateralism in digital cooperation, strengthen the national digital ecosystem, and contribute to strengthening the regional and global digital ecosystems.
