MANILA, Philippines – Former House Speaker Martin Romualdez was charged with plunder on September 7 by the Office of the Ombudsman due to the flood control scam. But before the authorities could serve his arrest warrant, he had already checked himself into a hospital. His arrest has been carried out but he remains, as of this posting, in hospital.
