Sihanoukville, Cambodia -- On the morning of Wednesday, September 23, 2026, the Sihanoukville Provincial Council convened its 10th extraordinary meeting of its 4th mandate. The meeting was chaired by H.E. Vong Phanat, President of the Provincial Council, and H.E. Samuth Sotharith, Deputy Governor of the Sihanoukville Provincial Administration. Attendees included Excellencies and Ladies, members of the Provincial Council, Deputy Governors, Director-Generals of the Provincial Hall, Governors of cities and districts, and heads of departments and offices under the Sihanoukville Provincial Hall. The 10th extraordinary meeting of the Sihanoukville Provincial Council, 4th mandate, addressed several key agenda items for review and discussion: - Review, discussion, and approval of the draft agenda for the 10th extraordinary meeting of the Provincial Council, 4th mandate. - Review, discussion, and approval of the draft guidelines on the process of preparing the Provincial Administration's Three-Year Rolling Investment Program (2027-2029). - A report on the Provincial Administration's budget plan for 2027, adjusted according to the macro-economic framework by the Ministry of Economy and Finance. - Review and approval of the list of priority investment projects slated for funding from the provincial budget. Following the reports, H.E.
