DepEd Accelerates Hiring of 15,000 School Counselors

The Department of Education (DepEd) on Thursday said it aims to fast-track its hiring of mental health workers, targeting the deployment of about 15,000 school counselor associates (SCAs) by year-end. “We proposed, and the secretary approved, a compressed timeline for the hiring of SCAs,” DepEd Undersecretary for Human Resource and Organizational Development Wilfredo E. Cabral said during a Senate Committee on Basic Education hearing. “Normally, we have a hiring of about 3 months, but we compressed it to 35 days, at the maximum,” he added. The Civil Service Commission (CSC) earlier approved the Qualification Standards (QS) for Schools Division Counselor (SDC), School Counselor I to IV, and School Counselor Associate (SCA) I to V, in accordance with Republic Act 12080 or the Basic Education Mental Health and Well-Being Promotion Act. With the approved QS, the Department of Budget and Management (DBM) can create 10,000 positions for SCA I deployment in School Year 2026 to 2027. “The start of the count of the 35 days would be upon release of the NOSCA (Notice of Organization, Staffing, and Compensation Action), which is to be released by DBM,” Mr. Cabral said. “We’ll be having a meeting with DBM on Monday just to reiterate the urgency of the release of NOSCA,” he added. SCAs are those who have a bachelor’s degree in guidance and counseling or psychology, or graduates who have completed at least 18 units in guidance and counseling, psychology, or behavioral sciences, with at least 200 hours of training. The agency noted that it aims to deploy the new SCAs by September, provided the DBM releases all NOSCA by late August. “We’re also doing parallel orientation as to the job description, and QS to our HRMOs (Human Resource Management Officers) so upon release of NOSCA hiring is already happening,” the DepEd official said. Schools that are ‘large’ and ‘very large’ have high cases of bullying, and those who have experienced incidents similar to a shooting will be prioritized in the deployment of SCAs. “We have deployment parameters for that, knowing that the 10,000 is not sufficient to cover at least one for every school,” said Mr. Cabral. Apart from the 10,000 new positions, 4,440 guidance counselor posts that have not been filled since 2021 will undergo reclassification and ‘scrap and build’, creating an additional 5,000 SCAs. “It’s already submitted to the DBM so we’re doing parallel efforts.
