Vietnam's National Assembly Convenes Key Meeting for Legislation and Economic Development

On August 2nd, the National Assembly of Vietnam convened a significant meeting to prepare for the upcoming plenary session and to advance legislative work aimed at national development. The meeting was presided over by Chairman of the National Assembly Tran Thanh Man, with the participation of members of the National Assembly Standing Committee and representatives from parliamentary delegations of various provinces and cities. Chairman Man emphasized that this meeting was not merely preparatory but crucial for unifying perceptions and actions, ensuring that all decisions made by the National Assembly fully reflect the leadership and directives of the Party Central Committee, the Politburo, and the Secretariat, and meet the nation's development goals and the aspirations of the people. He stated that the National Assembly must fulfill its highest responsibility to the Party, the people, and the future of the country, not only through the laws it passes but also by strengthening public trust, perfecting institutions, and fostering new development drivers for the nation. Referring to the significant strategic policy decisions made at the recent 3rd Plenum of the Party Central Committee, the Chairman pointed out that the National Assembly is tasked with translating these decisions into high-quality legislation that resolves national bottlenecks, unlocks resources, and creates new development momentum. The upcoming plenary session is scheduled to review 33 items, including the adoption of 15 draft laws, 4 normative resolutions, the first review of 7 draft laws, personnel matters, and decisions on 6 important socio-economic and investment issues. Chairman Man stressed the importance of deeply understanding the Party's guiding principles during the review of draft laws, scrutinizing provisions that are overlapping, contradictory, or act as development barriers, and ensuring the consistency of the entire legal system. He also stated that policy decisions should always aim to resolve bottlenecks, liberate resources, and be immediately applicable in practice, and that legislative work must be continuous and regular to promptly address difficulties and obstacles, thereby creating new drivers for national development. Furthermore, he called for a comprehensive evaluation of the necessity, constitutionality, legality, consistency, feasibility, and implementability of policies after their promulgation, from the perspective of their impact on the people. He instructed the heads of party organizations and delegation leaders to lead in-depth research according to expertise, constructive democratic discussions, and preparations for the swift implementation of laws after their adoption. Maintaining the discipline and order of the National Assembly, ensuring full attendance at sessions, adhering to regulations on speaking discipline and state secret protection, and utilizing digital platforms to enhance the efficiency of National Assembly activities are also crucial for the success of the session. While Vietnam faces significant development opportunities, Chairman Man underscored that these opportunities will only become reality through sound institutions, correct policy decisions, and effective implementation. He urged the National Assembly to further innovate its approach to lawmaking, carefully assess the impact of each policy, avoid legitimizing practical shortcomings through legislation, and refrain from perfectionism that could slow down reform and development.
