Cambodia Appoints First Female District Governor, Emphasizes Security and Public Service Reform

In Banteay Meanchey Province, Cambodia, Chamroeun Dane has been appointed as the new district governor of Phnom Srok District, marking the first time a woman holds this position in the district. Governor of Banteay Meanchey Province, Ouk Rathry, issued strict orders to the new governor and relevant authorities, emphasizing the reinforcement of public order and security, and the enhancement of public service delivery to citizens. This appointment is considered a "new historical turning point" for Banteay Meanchey Province, demonstrating the provision of leadership opportunities to outstanding young individuals for local governance. Regarding security, Governor Ouk Rathry stressed the utmost importance of eradicating all forms of crime, particularly illegal gambling, human trafficking, illegal fishing, narcotics, juvenile delinquency, and especially online scams that threaten citizens' lives and safety. He also urged the continued effective implementation of the "Safe Village-Commune-District Policy" with its seven key principles to ensure peace and stability in the locality. Furthermore, the provincial governor pushed for the immediate implementation of public service principles by the district administration and the One-Stop Service office. This includes ensuring that all legal requests and needs of citizens are addressed promptly and effectively, reducing lengthy procedures, and responding immediately to urgent citizen requirements. He strictly mandated adherence to service fees defined by law, eliminating bureaucratic culture and any form of oppression. To enhance transparency, he recommended strengthening the capacity and professional ethics of One-Stop Service officers and promoting the establishment of One-Stop Service mechanisms at the commune administration level. Governor Ouk Rathry also urged the Phnom Srok District Administration to continue implementing key reform programs of the Royal Government, including public administration reform, decentralization and deconcentration, public financial reform, and the justice system, to create new opportunities for economic growth. He also advised the district administration to pay close attention to the implementation of the 5-year development plan and the 3-year rolling investment program, identifying necessary priority projects and mobilizing resources from philanthropists and development partners to achieve sustainable development in all sectors of the locality.
