Lao Cai Province Flooded by Heavy Rain; Police Conduct Rescue Operations

Early on August 3rd, heavy rainfall hit Lao Cai City in Lao Cai Province, northern Vietnam, causing severe flooding in many areas. This led to the disruption of transportation networks and water entering numerous homes. In response to the escalating situation, the 4th Battalion of the Mobile Police Force, under the 2nd Special Police Regiment, mobilized 60 officers and specialized equipment to commence rescue and relief operations. The officers collaborated with local authorities and relevant agencies, wading through the rain to evacuate the elderly and children from submerged zones, assisting in the relocation of property, and supporting post-flood recovery efforts. Particularly in the low-lying Duyên Hải area (Tổ 1 Duyên Hải), water levels rose rapidly due to inflows from upstream, resulting in deep inundation of roads. Rescue teams worked diligently to transport elderly individuals unable to evacuate independently to safety and to salvage property from homes. Even some cars trapped by the floodwaters were moved to secure locations by the rescue personnel. The heavy rainfall is believed to have been caused by localized downpours, with large volumes of water flowing from higher elevations into the low-lying areas. In recent years, Vietnam has experienced a surge in floods and landslides attributed to extreme weather events, likely exacerbated by climate change. Areas in the northern mountainous regions are particularly vulnerable. The incident in Lao Cai highlights potential shortcomings in infrastructure development and the limitations of drainage systems in urbanized areas.
